When I try to input the ticker symbol for my treasury notes Qucken will not let me input the full symbol. It stops me at 8 characters not the 9 that I need to identify the particular note.

I've done numerous 'tickers' (made up) well over 9 characters in length. Frequently, I will use the 9 character CUSIP designation.
How exactly are you trying to do that?
Typically, Quicken will not let you set a ticker if the Security Type = Bond. In such cases I change the Type to Stock, enter the desired ticker symbol, and then change the Type back to Bond. But that does not sound like the issue you are having.
