discretionary and non-discretionary expenses

I would like to be able to have discretionary and non-discretionary expenses. I am not sure how to do this and to be able to pull a report.

Category Groups are intended for putting your categories into groups, like discretionary vs. non discretionary. Here is the online help covering that topic:
