New Top Level Category not showing correctly in Budget Report (edit)

I created a new top level category and named it 'Sports & Recreation'. I then created 3 sub-categories and entered some transactions into each one.

However, in the 'Current Budget Report, the Sports & Recreation category is listed in regular font (not bold font) under 'Shopping'. How can I make the Sports & Recreation category appear as a top level category?

    If you want "Sports & Recreation" to be a top-level category under category group Personal Expenses, it needs to be defined as "Expense", not "Subcategory of Shopping".

    See example below. Make sure the proper radio button is selected
