View portfolio on cost basis and not market value

How can I change the portfolios to show total value by cost basis rather than market value?

If you mean you want to see the total cost basis for your portfolio you can add a Cost Basis column if it is not already displayed. Just right click on one of the column headers when looking at the Portfolio tab, select Configure Columns, and drag Cost Basis from the Available column on the left to the Displayed column on the right.
If that's not what you're looking for then you'll need to explain further what you mean.
