Does E Trade allow Quicken to access to one's accounts?

Yes. In Quicken you need to select E*Trade Bank as the Financial Institution Name. Use the same user ID and password that you use for your E*Trade Brokerage accounts.

I was referring to E Trade Bank Accounts, which is now under Morgan Stanley. but Morgan Stanley doesn't work either.

The change in ownership doesn't matter … at least, to my accounts. "E*Trade Bank" works for my E*Trade bank checking account.
What kind of problems do you have when trying to add / activate your account?
