Can't setup Citi Card connection

Trying to link a new city card account by

open account I created in Quicken
actions: set up online
Search your financial institution … Citi Cards
Add Account … continue
Citi Cards nees you to authorize your accounts … Sign In

Browser window opens:
400 Bad Request
Request Header Or Cookie Too Large
nginx

the url is https: //auth.citi.com/ASag/oauth2/login?persona=Aggregator&bizToken=MEdya3VLa2ZUM28yM …. (I added the blank after https:)

    Is the citi card branded with a retailer such as LL Bean?
