Memorized Payee List is Completely Dysfunctional

Recently my MPL disappeared (went blank) and I have lost all capability to memorize payees manually or using Ctrl-M. I have tried to validate and repair file and even supervalidate. As a last resort I uninstalled and reinstalled Quicken. But to no avail.

How do I get the MPL functionality back?

    I'd try restoring a known-good data file backup and see if that resolves the issue.
