Downloaded transactions to accept when there are no downloaded transactions to accept

Quicken keeps saying I have a downloaded transaction to review and accept, but the problem is when i click on downloaded transactions, there are none. it says there is one but there isn't. I've tried to deactivate or reset, but they both don't let me until I accept a downloaded transaction.
