I too have this issue and have long had it, and the workarounds don't do anything. I did the REport Problem thing at least twice.
One important note though: the same issue is also happening with a Vanguard account. I do not think the issue is Fidelity-specific. It is something in how Quicken handles the various security identifiers (CUSIP, ISIN, Symbol, etc.) that is flawed. This is making Quicken painful to use.
