IRR after quarterly withdrawal from account

Running Quicken 2016. I've got a deferred comp account with Vanguard. Taking quarterly withdrawals over five years. After the first withdrawal, Quicken is reporting a negative IRR on the account. Looks like Quicken is reducing the value of the account (due to quarterly withdrawal) like the market went down. How do I get this reported accurately?

Where are you getting this IRR value -- portfolio view or Avg Ann Return report?
For what period of time?
What about for other time periods?
Do the Beginning Mkt Value and Ending Mkt Value appear correct?
Are there other transactions besides the withdrawal?
Are there multiple securities?
How was the withdrawal processed - sale of security and cash out as separate transactions?
