I'm interested in buying an etf at a certain price.  How do I set up an alert to let me know that it's hit my price target?

I'd rather you set up this price alert at your brokerage. They will email you when the alert triggers. You can also set up a Buy-Limit order at your brokerage.

Quicken does not monitor the market every second and you may miss your opportunity.

If I'm interested in an equity - I just setup a Buy/Sell Limit Order in my Schwab account.
Every once in awhile I forget about it - and it triggers....  they expire after 60/90 days.

But to answer your question, rather than providing alternatives :-), see https://www.quicken.com/support/how-d....

And to point out the obvious -  this "alert feature" is only displayed when Quicken.Com is running, and the investment item has been setup in the Quicken.Com website.
SO - depending upon when and how often you may have Quicken.Com open and running - you may or may not see the Alert when the price point it reached....
Not really meant as a trading tool -
more like a historical look.... oh, BTW - this happened...
AND - since you are logged onto a "website" - why not just log into your financial trading website..
