You cannot. Tax planning is only available in current subscription version.

Tax Schedule A, B, D reports and maybe some others only support 3 specific Tax Years around the year of your Quicken version.
Use one of the other available Tax reports which have a Date Range selection. Set the Date Range to Last Year and you'll get the information you're looking for, albeit included with other tax categories.

You are aware, of course, that Quicken 2016 is going off support soon?

    "Sunset" - Product Discontinuation Policy

Effective 4/30/2019 all online download services for Quicken 2016 are scheduled to be discontinued.
Effective 4/30/2020 all online download services for Quicken 2017 US are scheduled to be discontinued.
If you need your download services to continue, you will have to purchase and install a newer version of Quicken. Of course, you can continue using your current (old) version of Quicken if you can make do without any download services.
New rules apply to the "Subscription Products" (Quicken 2017+ Canada, Quicken 2018+ US)
For more about these rules and the Quicken Discontinuation Policy please read

Let me remind you that you agreed to this policy when you originally installed Quicken on your computer.

Are you still using Windows XP or Vista?
That's no longer supported. Sorry. Please upgrade your computer to a supported version of Windows (7 SP1, 8.1, 10) before you attempt to upgrade to a newer version of Quicken.
