Why are there no Tag options in the Customize Report dialog?

I have Quicken 2019 Starter and my file contains tags. But when I try to customize a report (Banking Transactions, for example), the Tags column is not available for filtering, I cannot choose to subtotal by Tag, and there is no Tag tab for choosing which tags to display. I can display the Tags column in register views, though. Is this a limitation of the Starter Edition?

Quicken Starter Edition doesn't provide the tag functionality.  If you want to use tags, you will need to add the Deluxe functionality: select Help
