Error CC-891 and Bank Account

First time trying to setup the mobile/web access.  All I want the web interface to do right now is the reflect the current status of my Quicken Desktop.  This works fine except for one bank account.  It is requiring a password and when entered this password I receive error CC-891.  I know the password is correct and have reviewed/followed info at the following page without much success -

Is there a configuration where the web will pull the balance from my Quicken desktop while still allowing me to download transactions when using my desktop?  Or will to resolve the error 891.
