PC MasterCard has finally reinstated Quicken downloads after a long hiatus.
Quicken asks if I want to add the data to a new or existing account - not just once for the first download but during most subsequent downloads.
Is this an issue with the PC MasterCard QFX data file? Or an issue with Quicken?
I'm on a Mac using Quicken 2017 version 4.8.4. My OS is Mojave 10.14.5.

The QFX files has a unique bank identifier that ties the bank to your account listed in Quicken. That way, each import will allow the transactions to flow into the desired account.
If a file with a unique (new) bank identifier is presented to Quicken, then you will get the prompt about wanting to add a new account or link to an existing one.
It sounds like the issue is with PC file and the way it is presented. As banks go through backend changes, you might have to relink to your existing account if they have identified as a different bank.5
