I assume you are referring to a 529A account for a person with disabilities. There is no special support for these accounts in Quicken, but you could set it up as a 529 education account, which is taxed similarly. Go to Tools > Add Account and pick 529 plan to do this.
Depending on the financial institution, you may have to click on Advanced Setup at the bottom and enter the account and transactions manually.
