In my budget report the income totals under Actuals do not add up correctly

What version of Quicken are you running? Go to Help > About Quicken and let us know what it says there.
Others have reported that previously selected transfers are being de-selected when you upgrade to QWin Subscription R20.15 and other recent versions. Go to Planning > Budgets and click on Manage Budget Categories. Select Transfers In and see if transfers you want to include as income for budgeting purposes are selected.
