I cannot paste (Cntrl V) an on-line transaction number into my Quicken register 'memo' field. I have tried using both the 'copy' and 'Cntrl C' methods to copy the transaction number, but I still cannot paste it into Quicken

What CTRL-V does depends on a user preference. Edit > Preferences > Setup > Keyboard Mappings. Make sure you have chosen Windows Standard.
In the ancient Quicken Standard keyboard mapping, CTRL-V voids a transaction. If you are seeing neither of these actions, the CTRL-V is being dropped and that would be a bug.
The old mappings of SHIFT+Del (cut), CTRL+Ins (copy), and SHIFT+Ins (paste) will still work in either keyboard mapping. These predate the introduction of the COMMAND-X/C/V keys in Macintosh and their subsequent adoption in Windows.

Select a transaction, right click Copy. Select a new register line, right click Paste transaction. Modify date if you need to before saving.
