When starting Quicken 2017 (R19.7) using Windows 10, I receive error 138.

Top of screen requests Quicken userid and password, but there is no place to enter them.
Also Quicken online services isn't available, try again later. I have been trying for 4 days.

Are you operating a VPN? I had the same problem when my VPN was active.
Quicken needs to address this but for now, until they do, if you turn off the VPN you should be able to access Quicken.5
