msg Quicken cannot open the data file.......

I was trying to restore it said invalid format. then rebooted and get this message. nothing is running. I do not use dropbox etc. i back up to usb.

Check if Windows Defender feature Ransomware protection is enabled.
If so, configure it to add Quicken as an "allowed app" without turning off Ransomware protection:
