Tried to re-install Quicken 2007 but recieved this message "PowerPC Apps no longer Supported".

Lost most of my quicken data and could only retrieve data from 2009. So attempted to re-poad Quicken 2007 and got the above message. Do I need to upgrade? I thought 2007 was continuing to work with High Sierra 10.13.6

Quicken 2007 versions 16.0.x are PowerPC only. That is what you are attempting to load.
Quicken 2007 versions 16.1.x (2012 and later, you had to $ to get it) is what will work up through High Sierra. You need to locate your copy of that.

Trying to reinstall Quicken software because the Quicken data file has become damaged or you have reached a file size limit of Q Mac 2007 only made the hole you're in much deeper. Your Quicken data are stored in a data file, completely separate from the program. You can have more than one Quicken data file on your computer.
The proper method to repair your data file would have been first to try and reindex the data file using this procedure:

If that doesn't work restore your data file from a recent backup. You do have backups, don't you? Time Machine, perhaps?
Also be aware of the fact that Q Mac 2007 will NOT run under the new Mac OS Catalina
