Vanguard 401k not downloading new transactions

I am able to connect via One Step Update, but new transactions don't download.
I have deactivated and reactivated.
This pulls in the new transactions.
But the issue remains.
No error messages.

Quicken 2019, R22.12, Windows

    Update on my issue, deactivate and reactive no longer pulls in new transactions. I had to delete the account and add a new one. Any help would be appreciated.
