Vanguard 401k not downloading new transactions

I am able to connect via One Step Update, but new transactions don't download.
I have deactivated and reactivated.
This pulls in the new transactions.
But the issue remains.
No error messages.
Quicken 2019, R22.12, 27.1.22.12for Windows

This has been ongoing for years in their 401k accounts. It is a Vanguard problem best I can tell as I could never find the transaction in the OFX log file. I moved my funds to an IRA because of this after I retired. I'm kind of surprised they have not stumbled on a fix by now.
In the past what I did to work around it was to go to the Vanguard website and download a qfx file from the 401k account into Quicken. In my case, I only had to do it monthly, except on those rare occasions where for whatever reason the monthly fund dividend actually downloaded.5

Update on my issue, deactivate and reactive no longer pulls in new transactions. I had to delete the account and add a new one. Any help would be appreciated.0
