Not able to create a top level category in "Business Expenses" group

Using Quicken H&B 2019, but every time I tried to create a new top level category - It will create it in the Personal Expenses group.. even if I manually type in "Business Expenses" in the group box. Is this a bug? If not, what's the right procedure to do that?

You can add "built-in" business categories using the Options, Manage Categories button. Also make sure you assign a Schedule C tax line to any manually created category so it will show up in the Business group.
