Do transfers from Savings to Checking show as money to spend in the Budget

When I transfer money that I need to spend from savings to checking how does it impact the budget? I see it as money transfer in, but does the budget recognize it as spendable? As of now I only see the budget using income as spendable.

Yes. If you add "Transfer in from Savings" to your budget view, the amount transferred is added to your Total Personal Income.
That means you can now spend it. But the amount transferred doesn't add any money to the budgeted amount in each expense category. In the end, it's the bottom line that counts:
Total Personal Income (incl. transfer)
minus Total Personal Expense
= Amount left over (or overspent)
