Opening a Quicken file says check if have latest version.

The error message says, "The document <filename> could not be opened. <filename> was last opened on Saturday, November 16, 2019 by Quicken 5.13.2. Check for updates... You ARE currently using version 3.8.3

3.8.3 is the last version of Quicken 2016. I suspect that you (or your Mac) is inadvertently trying to open your file with the older version. (The old version doesn't go away unless you manually trash it.)
Look in your Applications folder for your more recent version of Quicken. 5.13.2 that will simply be named "Quicken" and won't have a year in the name.
