I no longer get the prompt to backup. Why?

And also please verify that the Backup settings in Edit / Preferences / Backup are still enabled.
For best results I recommend enabling both backup types and setting "Backup / Remind me after running Quicken" to [1] times.
One can never have enough backups … trust me! BTDTGTS!

I noticed that too. Seems like it started after Release 23.17.

Try exiting using the X in the upper right corner of the Quicken windows.
