Yes you CAN get rid of the everything else category(s). It is a kludge and as GeoffG says it is "to capture any non budgeted items that have an amount.
It takes a little work. First if you have Parent and Sub-Categories you must NEVER categorize a transaction to the Parent category. That will blow up you figures.
Next click on the planning tab and then click on the Manage Budget Categories. This is where the rubber meets the road. If a category is a stand alone category (no sub-categories) then put a check mark there.
Now for a Parent Category with sub-categories

the sub-categories
BUT DO NOT SELECT
the parent category. If the sub-category has a further sub-category do the same do not select the parent category but do select all of the sub-categories.
No you may hit a situation where you do not have a sub-category that "fits" the transaction. In that situation you can then add a new sub-category to fit the transaction or you can add a sub-category "other" if the situation warrants
I have been doing this ever since this kludge appeared. By doing this I do not have to Add items back to the budget to get the correct amounts.

You cannot directly. If you are referring to the Planning tab, it is there to capture any non budgeted items that have an amount. By adding the item (+) to the budget, the Everything Else category will revert back to 0.
