Quicken is omitting some transactions and incorrectly reporting on payment recipients for others

Using Quicken Deluxe 2020 for Windows (R23.17). I have had a recurring problem with Quicken's One Step Update failing to download all transactions from an account. Also experiencing incorrect reporting of payees (e.g., Chase in lieu of Citibank). Not sure how to fix this if it is even possible for me to do it myself or is this a programming issue?
