In setting up a new budget for 2020, my income categories display below the expenses categories. How do I reverse that?

In your "All Income" custom category group, do you have (or did you have) any expense type categories assigned to it? If so, then I think this may be the problem with your "All Income" group falling below your expense categoiry. Remember, categories in quicken are of type "Income" or "Expense" or "Transfer".
I got curious about how this works....and did some testing and have found some wonky behavior - at least to me!
I created an "All Income" group and assigned an INCOME category under it. The All Income group displayed above expenses - your wanted position. Image.
If you ever assigned an expense category (whether it is currently assigned or not) to a custom category income group, such as "All Income", then the custom category income group will be presented after (or under) the expense groups in the budget annual view. Image.
If I unassign the offending expense category and leave the income category under the custom income group, Quicken should reposition (IMO) the income group before expense groups - the wonky behavior part.... It does not. The custom income group position is "stuck" even after unassigning the expense category that should correct the problem. Image
The only way I was able to reposition the "All Income" custom group to the top of the budget view was to:
1. Unassign all categories from the custom income group, then ...
2. Delete "All Income" custom category group and get back to the budget annual view., then...
3. Create a NEW custom category group "All Income", then
4. Assign income categories - Be careful to only include income categories under this "ALL Income" custom category group. Dont mix expense and income categories.
Was there a reason you did not use the "Personal Income" category group in your budget?

Are the Category Groups chosen the default "Personal Income", "Personal Expense"? Or did you set up different group names? Can you show us what you're seeing? Capture screen image snapshots and attach them here.Setting up a new budget for 2020 should be as simple as extending the existing budget to the new year. Click the ">" button next to 2019 in the Annual Budget view and you'll get this popup menu:0

See attached screen shots showing expenses displayed above income.0

I'm guessing ... but I think, the answer is: WYSIWYG and cannot be changed at this time.In my budget views, I used the default Category Groups and "Personal Income" shows before "Personal Expenses".0
