Quicken Deluxe 2019 will not open on a Windows 10 1903 laptop

Quicken Deluxe 2019 will not open on my Windows 10 1903 laptop - just a recent development. I get to the point where a window opens with 2 options, Close File or wait for program to run. I've tried both - with negative resul;ts

Press the Ctrl key when you launch Quicken:

If the application window does not open, I suggest you perform a clean uninstall, install and update.  If you haven’t already, you may want to review: https://www.quicken.com/support/using-qcleanui-uninstall-quicken  

If the application window does open, I suggest you restore a recent backup: press Ctrl + O
