Why does tell Quicken tell me it created a budget for the year 1900?

On January 1, 2020, I copied a budget from 2019 for use in 2020. Quicken issued a pop-up window saying: "Quicken created new budgets for 2020 and 1900 based on your 2019 budget. You can edit or update your 2020 and 1900 budgets without affecting your 2019 budget settings."

Is the reference to 1900 just a bug?

    What version and release of Quicken are you using?
    I would have very much liked to see a screen image snapshot of the popup message you're quoting.
    I've tried to reproduce this message just now by creating a new named budget "Budget 1" and didn't get this message. My Quicken version is 2020 R 23.18
    Yesterday I've also just simply extended my 2019 budget into 2020 by clicking the ">" button in the Annual View, next to the year 2019, and don't remember seeing this or any similar message.
