Odd discrepancy in Budget view. (Q Mac)

Brand new working on data imported from Mac Quicken 2007. I just created a budget for 2020. Looking at the budget view from the help file, The two numbers in the attached image agree. In mine they differ by thousands of dollars. Could someone please explain the difference?
Quicken user since 1997 when Dollars and $ense died.

Paul, you have had me looking at the budget module more in the past 72 hours than I likely have in the past year :-)
Two things to note that might explain the difference:
1) The value upper right always displays current year versus the budget year you are displaying
or
2) Which option do you have selected when you click on the dropdown for the year showing yearly actuals? Year to date or Entire Year? The upper right shows Entire year, and I suspect you have YTD in the sidebar. See screenshot.
