Why can't I restore my data without connecting to the internet?

I just got a new PC. Installed Quicken Deluxe 2017 ( the version I have). When attempting to restore my data that is on a USB drive Quicken tries to connect to the internet and I get an SSL error and it also says cannot connect to the internet. Yes, my internet is up and running. So why can't I restore my data without connecting to the internet?
