I installed my current version of Quicken Deluxe (2020, subscription, expiring 6/2020) on a Dell PC from a CD. I have now ordered a new Dell PC that has a solid state drive...no way to read a disk.
Can I download Quicken to the new PC using the product key/code that came with my original disk? I'm referring to the program itself, not my personal Quicken file. I'm pretty confident I can move that as I back it up frequently to an external hard drive.

If you still have the old PC with the optical drive, copy the entire contents of the CD to a USB drive and use that to install Quicken on the new PC.Quicken user since version 2 for DOS, now using QWin Premier Subscription (US) on Win10 Pro.5

You do not need a CD or DVD or USB Drive.
You can do a Manual Backup of your current Quicken Data File and copy it to One Drive.
Then just retrieve the Backup from One Drive on the New Computer.
