Quicken Windows - red flag but no transactions to review bug

I followed Sarah's recommendation step by step including validating the file, in FAQ's I believe. The red flag was still there and the transaction was still in the on line center. I'm using Quickens release 2020, R24.11 build 27.1.24.11. I even entered the transaction manually before I tried Sarah's solution.
