Is there any way to input a budget and NOT use the budget averages that Quicken uses

The organization that I'm treasurer for puts together a budget every year. I want to put that budget into Quicken, but can't figure out how to do that. Sure could use some help. Thank you.

I'm assuming your organization has not historically used Quicken...If so, then I assume that you will not only create the budget but begin using Quicken to record the organizations expenses as well?
When you create a new budget, after the get started screen (image 1), you should be offered the option of manual build or building on past data (image 2). If you select a manual build, Quicken does not use historic values to populate the new budget. After selecting "manual", then a dialog opens so that you can select existing (or create new) categories for your budget.
Check out Quicken Help, using keyword "budgets". There is a lot of help available. Image 3.
Also, recommend if you haven't already done so, to keep the organization's Quicken file separate from your own personal file
