You can’t. Currently Quicken defaults the Find field to whichever field is highlighted in your register. So if you click on a payee and then press CTRL-F, Payee will be the chosen search field.
It is unfortunate that the field usually highlighted is Date, the one field no one ever searches for.
Old versions of Q defaulted the Find field to “Any Field”, which was better.

This is how I would do it:
1) Control F - will open up the "Quicken Find" window
2) In the first drop-down menu select "Payee"
3) I the next box, I use "starts with" but you can pick your poison
4) etc. etc. etc.
