Planning Tab is Missing

I have Quicken Deluxe 2020 and there is no planning tab. The View drop-down does not have a Tabs selection. There is a View>Show All Tabs item, but it is grayed-out

@Joe Spagg  Try selecting View > Classic Menus, and then see if the Show Tabs item on the view menu works.  If it does you can switch back to Standard Menus once you have set the tabs up as you want them.
