"More recent" isn't going to cut it. The .Net Frameworks are not compatible all the way back to the first one. On the other hand you can have multiple versions installed.
Right click the Start button -> Apps & features -> Programs and Features -> Turn Windows features on or off -> select .Net Framework 3.5 (includes .NET 2.0 and 3.0), select OK.
Using Quicken Subscription Premier (and have a copy of Starter to test things on)
