Disable PayPal from adding tax to invoice

When I'm sending an invoice via email with weblink to PayPal it looks like PayPal is automatically adding tax even though the invoice items are not taxable. Is there a way to prevent this?

    Have you already removed any sales tax in your settings with PayPal?
