Did no one every answer this? I have the same problem now in 2020 after coming back to Quicken having been a [removed] user for several years.

Thank you for taking the time to share that you are experiencing issues with the budget, although I apologize that you have not yet received a response.

When viewing the either the Monthly or Annual Budget, each budgeted category should have a Gear icon with options for applying the budget forward to the end of the year.

If you haven't already, please select the "Edit yearly budget" option and is the category budget amount set for the remainder of the year?
