Investment transaction categories

I have downloaded transactions from my brokerage for some Muni bonds and and they come into the register as Interest Income. I want to change them to Interest Income Tax-Free or _IntIncTaxFree both of which are valid categories in my category list. But I can't...those two categories are not available in the category drop-down list on the transaction and if I just type them in and press enter the category reverts to Interest Income. Why can't I assign any category I want to a transaction? I even changed the account type from Brokerage to Other but no help.
