20+ year user of Quicken, currently version 2017. Is it possible to just purchase the necessary permission to continue uploading my Schwab investment data into version 2017? If so, what would be the price?

To state what GeoffG said differently, NO, you cannot just purchase a license to keep updating your 2017 version. You would need to purchase the new subscription product if you want to continue downloading. The price depends on where you buy it (Quicken.com, Amazon.com etc) and whether you buy a one or two year subscription. If you don't want to move to the subscription product (which is an upgrade) then you will need to manually enter your data after April 30th.
