Can't shut Quicken down without warnings

Running Quicken Premier subscription on Windows. I cannot close Quicken without getting "you have cancel payment instructions to send". When I click "send" it brings me to bill pay window, which I run. It goes thru it's process, without changes. I try to close Quicken again, and get "you have online payments to send". When I click "send", goes thru the process, without making changes. Then the whole thing repeats. Only way to close is to chose "do not send online payments". What's going on? When looking at my checking account, it shows nothing "unsent".

Thank you for reaching out on the community and telling us about your issue. Generally when this message pops up there's one that might be lingering. If you try sending the payment out it should list a payment trying to be made when it attempts the OSU.  Once you're able to find the payment  Another thing that might help is if you go to tools -> online center. From here you'll see the payment tab which might also have it listed. 

 I would recommend taking a look at this article here if you're able to find the transaction so you're able to get it deleted.
