using cvs file to import into Mac 2017 quicken

For reasons that are unclear Quicken will now not permit import of local .QFX filles, after I download the .QFX file myself, but it seems to be willing to accept a .CSV file. I found info on the Community discussion to use Mint.com file structure which worked, but 2 problems: the first is that the CVS file import makes a new account for every import, so is there a way to have the import go into a pre-existing account? The other question is how to tell Quicken 2017 that the import is a credit card and not banking account.

You will need to upgrade if you desire continued importing of transactions. Per the End User License Agreement, online support has ceased for your 2017 program. That is why you can no longer import QFX files.
CSV file import is designed as a one time event for new users coming from Mint. It is not intended for routine transaction import.
You can continue to use the program in complete manual entry mode, or upgrade to the latest version for continued online services such as importing transactions from your financial institution. (This includes importing local QFX files.)5
