R26.23 will not install

R26.23 wants to install, but when I let it try to do so, I get the following error message:
The process cannot access the file 'C:\ProgramData\Quicken\Inet\Common\patch\quickenPatch\w4998\base\RPMMigration\MigrationTool.exe' because it is being used by another process.
I have "logged out" another user on this computer thinking it might be hung up there; also, I have restarted the machine; both produce the same error message and the update fails to install.
Thoughts?

Try installing the Mondo patch:

I don't know what this is. If it is just a collection of all prior updates, I appreciate that, but it doesn't tell me why the individual update through the updater process will not work.0

The Mondo patch is the complete Update from the Quicken official update site.
It works many times when the automatic standard update patch fails for what ever reason0
