Why is Quicken unable to connect to the Pen Fed Credit Union ?

There are several threads about the PFCU update issues over the past several weeks.  PenFed appears to be restricting automated access during normal business hours.  I have removed it from my OSU list and now update from one of my PFCU account registers using the gear and "Update Now".  Normally I do this about midnight eastern time and it works fine.  Others have reported success doing it this way on weekends.  There has been no response from @Quicken regarding when PenFed might restore normal daytime service for automated access.
NOTE: I'm not a Mac user so hopefully the update method will work similarly on an Mac.
