The one-step update dialog box doesn't open when I select it on the toolbar or from the menu

How do I get it to show up? It's only happening on one of my Quicken files.

    Is at least one account activated for transaction downloading?
    Or do you have at least one investment account with listed securities where you request price history download?
    More details, please.
    Do you use Quicken Mac or Quicken for Windows? US or Canadian version?

    All of the accounts are activated for transaction downloading. I can update each of them individually.

    The file where the one-step update process works has an investment account. The one where it doesn't work doesn't.

    Quicken for Windows, U.S. version, I guess. Latest version, latest release, just updated today. Year: 2020, Version: R27.42, Build:

    The problem has been there through many versions, but I want to do something about it, finally.
