".NETFramework,Version=v4.0,Profile=Client" required?

WIN 10 Home Q2019 Deluxe response to qw.exe launch. Client Profile features now included
in WIN 10 Net Framework, which may not be uninstalled/replaced. Turned the feature off and
tried to install earlier NET Framework Client Profile, but WIN 10 refused because it already has
NET Framework installed. This just occurred since 1 August. HELP, please.

What were you trying to accomplish when this issue occurred? Was this an update? Were you installing Quicken for the first time on this computer?

Have you tried reaching out to Windows Support? This seems like something they may have better insight with in regards to the WIN 10 Net Framework and NET Framework Client Profile.
