Paying Bills, Online Billers & Reminders (Windows)
Online Billers List - "New" is grayed out

When using the recovered payee list, I've been unable to create an electronic payment. Quicken refers me to Bill Pay for instructions.
Also, I cannot add any new online payees, since the "New" option has been disabled.

Are you using the Bills & Income Tab to add new billers? The Online Payee List, if the FI shows as Show All Online Payees, is just for reference and to use as a source of payee information for setting up Bill Manager payees. You cannot set up new billers or make payments from that screen. On which screen(s) do you see the grayed out NEW? Maybe a screen shot would help.

Appreciate the response. I think I've finally figured it out. To me, Billers and Payees are the same thing, so I ran around in circles quite a bit because of that. I also got off on a tangent with the Check Pay option which is a painfully slow process. I just initiated a Quick Pay, which appears to be processing normally. Again, thanks for your input!
